Lisbon Declaration
The “Lisbon Declaration – Digital Democracy with a Purpose” is an initiative of the Portuguese Presidency of the Council of the European Union that defines a new paradigm of digital transition. It was launched during the “Leading the Digital Decade” event on the 1st of June 2021 and was set up to reinforce the “European way of doing business” as a world-wide recognised value proposition and a unique competitiveness advantage that elevates standards by:

The Lisbon Declaration builds on previous initiatives such as the Tallin and the Berlin declarations and aims to contribute to the ongoing public consultation on digital principles, launched by the European Commission.
It defines common understandings and commitments in three main domains:
“Digital Democracy with a Purpose” presents in annex a framework on digital principles, that could be further developed as a Charter on Digital Rights.
All European Union Member States supported the Declaration and a majority the annex.
The Declaration can be supported and is open to all countries, enterprises, non-governmental institutions, academia and individual citizens.
